Basic Computer Course (BCC)

Introduction:

Objective of BCC: In step with effort to achieve the objective of achieving computer literacy in an inclusive manner, NIELIT has launched a new programme, “Basic Computer Course (BCC)”. The objective of the course is to impart basic level computer appreciation programme with more emphasis on hands on training. Initially, the course was conceived as to boost the concept of introducing a course on computer fundamentals, especially for students, studying vocational courses at ITIs/ITCs. However, the course has gained popularity amongst many more categories. The BCC was launched in year 2011. The programme can equip a person to use the computers in day-to-day life for professional and personal use. After completing the course the incumbent will be computer literate and will be able to:

Acquire confidence in using computer techniques available to users;
Recognize the basic components of computers and terminology;
Understand data, information and file management;
Create documents using Word processor, Spreadsheet & Presentation Software;
Understand computer networks, Internet;
Browse the internet, content search, email and collaborate with peers;
Use e-Governance applications;
Use computer to improve existing skills and learn new skills.

Eligibility: The candidates can appear in the NIELIT BCC Examination through following modes :

2.1 Candidates sponsored by NIELIT approved Institutes which are permitted to conduct BCC Course and having obtained e-provisional no. - irrespective of any educational qualifications;

2.2 Direct Applicants -irrespective of any educational qualification;

Duration: The total duration of the course is 36 hours, consisting of:

i)	Theory	10 hours
ii)	Tutorials	4 hours
iii)	Practicals	22 hours

Who can conduct the course: The education and training for BCC shall be imparted at the institutions specifically authorised by NIELIT for conducting BCC. In addition, the students can study the course on self-learning mode and can apply as a direct candidate for appearing in the BCC examination conducted by NIELIT.

Examination: Examination for the BCC is conducted by the NIELIT as per the schedule/calendar of events given below.

Learning Outcomes / Competency Standards:
1. Understand the basics (terminology, navigation and functionality) of digital devices
2. Use digital devices for accessing, creating, managing and sharing information
3. Use the Internet to browse in an effective and responsible manner Use technology to communicate effectively
4. Appreciate the role of digital technology in everyday life, in social life and at work
5. Carry out cashless transactions using digital financial tools (USSD/ UPI/ eWallet/ AEPS/ Card/ PoS)
6. Use Digital Locker
7. Use online citizen centric services
The content generation / collation / management / aggregation – creation of content bank etc would be carried by
CSC-SPV in consultation with various stakeholders as per the following:
I. The content developed for the purpose of digital literacy training would be made available in 22 scheduled
languages of India apart from English. A mobile ‘app’ would be made available in 22 scheduled languages so that
training content can be downloaded and re-used as and when needed.
II. For persons who cannot read and write, audio/visual/touch etc. based content would be developed. For those who
can read and write, textual, structured, audio, video, and applications based content would be made available.
Efforts would be made to design target beneficiaries specific contents with the use of local/localized resources.
III. Top citizen centric schemes as indicated below are included as part of curriculum:
IV. As the thrust of the government is on promoting cashless transactions through mobile phones, the course content
would also have emphasis on digital wallets, mobile banking, Unified Payments Interface (UPI), Unstructured
Supplementary Service Data (USSD) and Aadhar Enabled Payment System (AEPS), PoS etc.
V. Appropriate feedback from beneficiaries and trainers for content enhancement would be taken to modify the
content as per the needs of beneficiaries.
VI. Emphasis would be given on use/operating of digital access device(computers, tablets, etc.) for navigating through
various applications such as, opening internet browser, browse for information, search for information, listen to and
watch audio and video, etc.
